Hello, friends and supporters!
My name is Lacey Powlas Nelson. In July of this year, I was appointed as the
executive director for the Humane Society of Dickson County. I was born and raised on a farm in Dickson County
and developed a love for animals at a very early age. This love led me to a job as a vet tech, a volunteer and
foster parent for the Humane Society, and now, my new position.
I have several goals for the future of the Humane Society and our role in the community. An aggressive
spay and neuter program is at the top of the list. Last year, the Humane Society helped make it possible for
over 360 animals to get spayed and neutered: an average of an animal a day! We hope to double this number in
the next few years.
Spaying and neutering alone will not end Dickson County's animal overpopulation. Educating our citizens -- especially
the children -- in responsible pet ownership is the first step towards reducing the number of unwanted pets.
Sometimes it is hard for the public to see how the Humane Society benefits them. By taking in unwanted and
abandoned animals and placing as many as humanly possible in new, loving homes, we are positively affecting
the quality of life in our county. By education and example, all of us as HSDC members and supporters show
our respect for the lives of the animals in our county.
Only through the support of members like you is the Humane Society able to exist. Over the next few months
we hope to contact you each individually to update memberships and ask for any feedback you may have.
Thank you for your continued support. I look forward to meeting you at our upcoming events.
Sincerely,
Lacey Powlas Nelson
HSDC Executive Director

Our Humane Society has been making headlines lately due to several unfortunate incidents. We were heartbroken

Humane Legislation Update
Thanks to community support, the 2004 legislative session was a banner year for animal welfare
legislation in Tennessee! Hooray for Senator Steve Cohen (D-52) and Representative Rob Briley (D-30)
for sponsoring SB 374 and HB 1474, respectively! Theses bills upgraded the current animal cruelty law
to provide felony-level penalties (instead of misdemeanor penalties) for egregious acts of cruelty to a companion animal.
Moreover, we are grateful to Senator Curtis Person (D-31) and Representative Kim McMillan (D-67) for
sponsoring SB 3209 and HB 3458. This important legislation further strengthens the current cruelty
law by redefining "aggravated cruelty" to include
the failure to provide food and water to a companion animal, resulting in death or a substantial
risk of death.
Tennessee is finally getting TOUGH on those persons who commit predatory or negligent abuse to weak and voiceless animals!! We extend our heartfelt thanks to Sherry L. Rout,
Legislative Liaison, ASPCA Southern Region,
for her tireless efforts on behalf of Tennessee animals, and to YOU for supporting these bills
and caring for animals in our area!
